Job Description

The Connecticut Center for Advanced Technology, Inc. (CCAT) is an organization founded in May 2004. As an applied technology demonstration and training center, CCAT helps validate, demonstrate, and accelerate the adoption of advanced technologies to strengthen the industrial base and supply chain while delivering critical workforce training and upskilling.

CCAT partners with federal and state agenciesincluding the DOD, DOE, NASA, SBA, and USDOCthrough government-funded and commercial programs that support both defense and civilian manufacturing. Current focus areas include additive manufacturing, composites, advanced design, automation, metrology, and Industry 4.0 technologies.

Position Title: Contracts Manager

Position Summary: The Contracts Manager plans and directs all aspects of the organizations contracts and subcontracts under supervision of the Chief Operating Officer.

Key Responsibilities:

  • Lead all contract negotiations for federal, state, and commercial contracts or grants, and administer all related subcontracts with applicable flow-down requirements.
  • Manage facility leases for three buildings and for subtenant leases.
  • Coordinate all proposal submittals for federal and state grant opportunities.
  • Collaborate with internal stakeholders to improve contract processes and tools to deliver efficient contract services.
  • Manage corporate registrations (e.g., government and state portals).
  • Assist in the development, maintenance, and implementation of the companys corporate governance.
  • Draft and negotiate legal documents including NDAs, MOUs, partnership agreements, subcontracts and other agreements as required.
  • Work closely with the CEO, CFO, and senior staff to ensure CCATs mission, operational goals and objectives are met.
  • Review export-control restrictions, flow-downs, and contractual requirements in connection with RFIs and RFQs and advise internal stakeholders of key elements affecting cost and compliance risk.
  • Track customer requirements and communicate requirements to internal stakeholders, including unique terms and conditions and clauses flowed down in customer agreements from the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and other agency supplemental procurement regulations.
  • Perform all other duties as assigned .

Education: Bachelors degree required; advanced degree a plus (e.g., J.D., Masters/MBA) and 5-10 years experience; federal contracting experience required with State of CT experience a plus.

Skills & Experience:

  • Working knowledge of FARs and DFARs preferred
  • Strong Microsoft Office Suite skills, Office 365 a plus.
  • Must be detail oriented.
  • Excellent written, interpersonal and communication skills
  • Comfortable working in a dynamic, collaborative environment
  • Solid decision making for continuous process improvement in order to act in the best interest of the company.

Requirements: Must fulfill ITAR citizenship requirements

Physical Demands & Work Environment: The person in this position needs to occasionally move about inside the office. Frequently operates a computer. The person in this position constantly communicates with individuals on a variety of sensitive and legal issues. Must be able to exchange accurate information in these situations. Occasionally travels to business-related sites. Requires the ability to read computer screens and printed material. Moderate noise (business office with computers and printers, light traffic).
