Responsibilities Plan, organize, and oversee all fleet operations, including maintenance, repair, replacement, and utilization of City vehicles and equipment. Develop and manage the division’s short- and long-term strategic goals and budgets. Lead and mentor a team of mechanics. Establish policies and standards to improve safety, efficiency, and service delivery. Collaborate with other City departments, vendors, and contractors. Manage purchase, operation, maintenance, and replacement planning of all City-owned fleet vehicles and equipment. Provide direction, training, and leadership to staff, including evaluating performance, mentoring, and making staffing recommendations. Oversee fleet activities to ensure work is performed safely and effectively. Develop comprehensive preventative maintenance and repair programs. Oversee the procurement and disposal of vehicles and equipment. Prepare division budget, monitor expenditures, and plan for long-term needs. Serve as a power user of fleet management software; implement CMMS plans; develop KPIs and use data to inform lifecycle planning and financial/operational decisions. Partner with other City departments to ensure excellent customer service, vehicle availability, and cost control; solicit and review customer feedback. Establish and implement policies, procedures, and service level agreements. Manage consultants/vendors and monitor performance. Collaborate on the City’s sustainability efforts, including fleet electrification, fuel management, and greenhouse gas reduction strategies. Ensure safety practices and equipment are followed; investigate accidents as needed. Stay apprised of fleet-related trends, best practices, laws, regulations, and compliance standards. Prepare and process accounting documents including requisitions, invoices, and expense claims. Ensure equipment and materials are maintained, available, and ready in anticipation of emergency events. Manage City fuel delivery, consumption, and storage program while overseeing compliance with local, state, and federal laws and ordinances. Other duties as assigned. Qualifications Bachelor's degree in business administration or related field. Five or more years of progressively responsible experience in fleet operations management, including at least two years of supervisory or lead worker experience. Valid CPR certification or ability to obtain within 6 months of hire. CDL Class A with air brake restriction removed, or ability to obtain within 6 months of hire. Valid WA State driver’s license with a driving record that meets City standards. Or any combination of training and experience that would provide the desired knowledge, skills, and abilities. Principles and practices of emergency management. Technical aspects of fleet operations; CMMS, fuel management, and diagnostic tools. Purchasing and contract administration processes. Ability Communicate effectively with City staff, leadership, contractors, and the general public; communicate technical information clearly and accurately. Mediate conflicts, deescalate upset customers, and effectively manage sensitive disputes and high-stress situations. Communicate effectively both orally and in writing and present information to staff, contractors, the City Council, and others. Exercise judgment and discretion in decision-making for the assigned division; analyze situations and implement effective actions. Develop and implement strategic goals and priorities; plan, schedule, organize, and delegate work. Read and interpret plans and other technical drawings; prepare and maintain accurate records and files. Establish and maintain effective working relationships with employees, contractors, and the general public. Respond to emergencies on a 24-hour basis. Working Conditions Work is primarily indoors with frequent visits to the equipment repair shop; occasional field visits may be required. May perform the work of a Mechanic or Heavy Equipment Mechanic. Requires sitting for extended periods, exposure to dirt, grease, fumes, and hazards related to working with and around equipment. May involve bending, kneeling, lifting up to 50 pounds, and operating various equipment and vehicles. Requires driving.
