Job Description

Overview The King County Sheriff’s Office (KCSO) has an excellent opportunity for a strategic leader to oversee legal, public disclosure, firearms background functions and records operations - functions essential to legal compliance, transparency, and public trust. The Archives & Records Manager will provide agency-wide oversight of records, archives, and disclosure functions, serving as a subject matter expert and trusted advisor to executive leadership on high-risk, high-impact transparency, policy, and operational issues. This position requires deep knowledge of the Public Records Act (PRA), records retention and disposition, law enforcement records systems, eDiscovery, and compliance with federal, state, and local mandates. The successful candidate will be an innovator who balances compliance and efficiency with customer service, employee wellness, and organizational development. This assignment is benefit-eligible and is expected to last approximately 9-12 months. Who may apply WHO MAY APPLY: This position is open to current King County employees. Responsibilities Provide strategic oversight of the Legal, Public Disclosure, and Records Units. Direct agency-wide compliance with the Public Records Act (PRA), RCWs, federal mandates, accreditation standards, and evolving legislative requirements. Serve as Public Records Officer, Agency Records Office and subject matter expert in records management and archives. Partner with OLEO, the Prosecuting Attorney’s Office, King County departments, and regional partners to ensure lawful, consistent dissemination of public records. Lead eDiscovery searches for litigation, internal investigations, and public inquiries; testify as an expert witness in document, records, and evidence management. Develop and administer County policies, procedures, and standards for management of public records and archives. Provide strategic policy leadership on transparency, technology implementation, risk mitigation, and organizational development. Provide direction on implementation of agency systems, including records management systems, public records portals, body-worn cameras, firearms permit modernization, digital archive solutions and other technology integration. Prepare budget proposals; allocate, plan, and evaluate resources. Research, analyze, and prepare reports on risk, workload, transparency trends, and policy issues for command staff. Champion employee engagement, training, and wellness initiatives. Supervise and develop staff; provide coaching, mentoring, and performance management. The most competitive candidates will have Management and leadership experience in archives, records, public disclosure, firearms applicant processing or law enforcement/public agency settings. Demonstrated expertise in PRA compliance, legal holds, eDiscovery, and records retention/disposition schedules. Ability to advise senior leadership and elected officials on high-impact issues. Proven ability to develop, implement, and evaluate policies and programs. Experience supervising and motivating diverse teams. Strong written/oral communication skills, including technical writing and presenting to diverse audiences. Proficiency in budget development, project management, and data analysis. Knowledge of governmental records systems, public safety technology, and archival best practices.

DESIRED QUALIFICATIONS

Eight (8) years of progressively responsible experience in records management, archives, public disclosure, or related fields. Experience advising leadership in a law enforcement or public safety setting. Familiarity with county government structure, budget, and legislative processes. Recognized expertise testifying or presenting on PRA, public records, or records compliance. Demonstrated success implementing major technology or organizational initiatives. WORK LOCATION: SeaTac Towers – 17930 International Blvd, SeaTac, WA WORK SCHEDULE: This is a full-time position. Typical schedule is Monday–Friday, 8:00 a.m. to 5:00 p.m., with hybrid/telework option two days a week depending on business need. This position is exempt and not overtime-eligible.
