Under the general direction of the Business Continuity, Information Technology Manager I (ITM I), the Information Technology Specialist II (ITS II), Senior Business Continuity Analyst / Team Lead Serves as a primary technical advisor to the Business Continuity Manager on continuity planning, risk assessment, incident coordination, and resilience strategy, providing expert analysis and recommendations to inform departmental decision-making. The incumbent provides expert-level technical and analytical leadership in the design, implementation, and continuous improvement of the California Department of Technology’s (CDT) Business Continuity and Resilience Program.

As the Team Lead, they provide mentorship and quality assurance for Business Continuity Analysts, Disaster Recovery Analysts, and junior staff. The incumbent collaborates directly with the Governor’s Office of Emergency Services (Cal OES), CDT executives, and senior management to ensure the department’s continuity planning complies with state and federal requirements, and that CDT can continue essential functions during an emergency, incident, or disaster.

Telework

This position is eligible for a hybrid work schedule within California based on departmental policy and operational needs. The telework policy is subject to change depending on business needs, and/or reporting to the work site may be required with minimal notification given.

Working Conditions

CA Residency:

Candidates who reside outside of the State of California may be admitted to the job interview. However, upon a job offer, candidates must provide proof of residence in California prior to their appointment becoming effective, or the offer may be rescinded.

The incumbent works in a professional office environment within the California Department of Technology (CDT), with controlled lighting and temperature. This position may be eligible for CDT’s hybrid telework model, subject to operational needs and management discretion. The role involves extended periods of computer use, participation in virtual and in-person meetings, and collaboration with team members across CDT. Occasional travel within the Sacramento region may be required for meetings, training, or continuity-related activities. The incumbent must be able to work effectively under time pressures, manage competing priorities, and maintain confidentiality and professionalism.

The incumbent may be required to support business continuity, emergency response, and incident coordination activities, including outside of normal working hours. During activations, exercises, or other time-sensitive events, the incumbent may need to report on-site with short notice at CDT, the California Governor’s Office of Emergency Services (Cal OES), or other designated locations, depending on operational needs. This position requires compliance with all applicable CDT and statewide policies and may require completion and maintenance of specialized training or certifications related to business continuity, disaster recovery, and emergency management. Regular and dependable attendance is essential to fulfill these responsibilities.

1. In the past five years, describe up to three projects where you personally led or performed complex continuity, disaster recovery, or risk-assessment work. For each example, provide:
  • A brief description of the scenario and the continuity, resumption, emergency response, disaster recovery, or IT risk problem being addressed.
  • Your specific role (including your level of authority, technical responsibilities, and decision points), the duration of your involvement, and the stakeholders you coordinated with (e.g., ISO, program areas, external partners, vendors, executives).
  • Describe any barriers, conflicts, technical constraints, governance issues, or organizational challenges you encountered during the project, and describe the specific actions you took to navigate or resolve them.
  • The exact work products or deliverables you created (e.g., plans, BIAs, BRPs, TRPs, analysis, mitigation strategies, checklists, runbooks, briefings).
  • The direct outcomes that resulted from your contribution, such as improved readiness, risk reduction, compliance, stronger governance, refined processes, or validated recovery strategies.


2. In the past five years, describe up to three situations where you personally led without formal supervisory authority, significant program improvements, governance enhancements, training efforts, or cross-functional coordination related to continuity, emergency response, or IT preparedness. For each example, include:

  • The specific challenge or gap you identified (e.g., inconsistent processes, unclear responsibilities, compliance issues, outdated documentation).
  • Your direct actions—how you influenced outcomes, aligned stakeholders, mentored staff, provided technical oversight, or facilitated decisions.
  • The duration and scope of your leadership role (e.g., leading exercises, developing procedures, implementing new templates, coordinating with internal and external stakeholders, preparing executive briefings).
  • The measurable or clearly observable results, such as stronger governance, improved accuracy, increased team capability, more effective exercises, enhanced IT and departmental readiness.
  • The barriers or resistance you faced (e.g., conflicting priorities, reluctance from program areas, etc.) and how you navigated those challenges to achieve alignment and progress.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience supporting or leading business continuity, disaster recovery, or emergency management programs within a technical or enterprise environment.
  • Strong understanding of continuity planning methodologies e.g., BIA development, BCP/DRP lifecycle, crisis management frameworks, COOP/COG concepts.
  • Demonstrated ability to coordinate cross-functional teams and lead complex technical or operational assignments without formal supervisory authority.
  • Experience developing or maintaining continuity and recovery documentation, such as plans, procedures, playbooks, runbooks, or after-action reports.
  • Strong analytical and problem-solving skills, with the ability to assess risks, identify mitigation strategies, and provide clear recommendations.
  • Experience supporting IT infrastructure, data center operations, cloud environments, or mission-critical systems as they relate to continuity and recovery.
  • Ability to interpret and apply statewide policies, standards, SIMM requirements, and industry frameworks e.g., NIST, ISO 22301, ITIL.
  • Excellent written and verbal communication skills, including the ability to simplify complex technical concepts for diverse audiences.
  • Experience assisting with scopes of work, vendor evaluations, or contract administration for continuity or technology-related solutions.
  • Demonstrated ability to manage multiple priorities, meet deadlines, and operate effectively in high-pressure or time-sensitive environments.
  • Strong attention to detail and commitment to producing accurate, high-quality work products used for executive reporting and operational decisions.
  • Proficiency with collaboration and documentation tools e.g., O365 suite, SharePoint, Teams, project tracking systems.
  • Ability to maintain confidentiality and exercise sound judgment in handling sensitive or emergency-related information.
