Job Summary This position exists to build recruitment programs for the Minnesota Pollution Control Agency (MPCA) for underrepresented populations and to actively source job candidates who are from diverse backgrounds to apply to our job openings. This position is also responsible for mentoring hiring teams on equitable and inclusive practices in the talent acquisition process; assisting in the coordination of campus recruitment, student worker/internships, and other talent pipeline programs; and increasing awareness of the MPCA as a premier environmental employer and a great place to work.
The incumbent of this position must be flexible in terms of work hours and be able to travel to multiple locations and conferences as business need require.
Qualifications Minimum Qualifications - Two years of experience in human resources and full-cycle recruitment that includes candidate sourcing or combined sourcing and recruiting experience. e.g., professional networks, LinkedIn, job fairs, ERGs, etc.
- Thorough knowledge of diversity, equity and inclusion concepts and practical ways to apply those to recruitment, hiring and selection processes.
- Knowledge of Affirmative Action and Equal Opportunity Employment laws sufficient to support AA requirements, programs and related activities.
- Proficiency in the use of Microsoft Office including Word, PowerPoint, and Excel.
- Strong communication skills to effectively communicate with a wide variety of people and sufficient to prepare and present information about MPCA employment.
- Good writing skills.
- Ability to travel to multiple locations and conferences as business need require.

Preferred Qualifications - Knowledge of state hiring processes, employment tools, state laws, rules, AP's, policies, procedures and contract/plans and how it relates to the recruitment and selection process.
- Understanding of trends in the environmental science and engineering fields sufficient to serve the recruiting and retention interests of MPCA.
- Experience implementing sourcing strategies, building connections and relationships that address both short-term and long-term hiring needs.
- Skill in writing/developing marketing materials to promote MPCA as a premier environmental employer.
- Ability to work collaboratively with other HR staff, hiring teams and train, advise, consult, facilitate and instruct others in the areas of recruiting, hiring and selection.
- Strong organization skills to prioritize and coordinate multiple tasks and strong presentation skills to pass on and support the hiring system and agency efforts.
- The ability to advise jobseekers on the state selection process and employment tools and to work effectively with others from different backgrounds and cultures.
Additional Requirements Position duties require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle.
